Facebook ads payment failed in Pakistan? Why it happens and what to do

nsave TeamNov 4, 2026

Your campaign isn't paused because of the creative. It's paused because of the card.

When a Meta ads payment fails, Meta pauses your ads and disables the ad account until you pay the amount due (Meta Business Help). Here's why it happens so often on Pakistani cards, how to get running again, and how to make it less likely next time.

Why Meta payments fail on Pakistani cards

The yearly card cap. State Bank of Pakistan rules cap cross-border card spending at USD 30,000 per person per year, counted across all your cards and banks, with the year starting on 1 November (SBP FE Circular 7 of 2022). If you spend more than USD 2,500 a month on ads across all your cards, you reach it before the year ends. When you hit it, every foreign payment declines until 1 November.

Personal card, business spend. The same circular says cards issued to individuals shouldn't be used for commercial cross-border payments, and lets banks issue corporate cards to business customers instead. If your bank's monitoring flags ad spend as commercial, it can block the payment.

Fees and tax on top. Banks charge a foreign transaction fee of around 4% on PKR cards in their published schedules (example schedule, Jul to Dec 2026). Card payments abroad also carry advance income tax under section 236Y: 0.5% if you're on the Active Taxpayers List and 1% if you're not, from 1 July 2026 (FBR rate card, tax year 2027). If your balance covers the charge but not the extras, it fails.

The general checklist

If none of the Pakistan-specific causes fit, work down this list:

  1. International online payments are switched off. Turn them on in your banking app or by calling the bank.
  2. Your bank's fraud checks blocked it. A sudden run of charges from a foreign merchant can trigger them. Call the bank and confirm the payments are yours.
  3. A verification step wasn't completed. Some cards need a one-time code (3D Secure) when you add them.
  4. The charge was bigger than your card allows per payment. Lower your Meta payment threshold so each charge is smaller.
  5. The card details are out of date. Check the expiry date and billing address in Meta.

How to get your ads running again

  1. Open Billing & payments in Ads Manager and read the reason next to the failed payment.
  2. Fix the cause on the card side.
  3. Pay the outstanding balance with Pay now.
  4. Add a backup payment method so the next failure doesn't stop delivery.

Once the balance is paid, Meta restarts your ads.

Stop the most common causes

Most of the causes above come from one thing. You're paying a dollar bill with a PKR card that wasn't built for it.

A USD card funded with dollars you already earned takes several of them out of the chain:

  • Get paid. Receive USD by ACH, or to a USD, GBP or EUR IBAN. Topping up has a 0% fee.
  • Spend. Pay with your nsave USD Visa card. Spending in USD has a 0% fee.
  • Non-USD charges. A 1% to 1.5% FX fee applies.
  • No card limits.

The fee is only 0% if your ad account bills in USD. If it bills in PKR, the 1% to 1.5% FX fee applies. Read Should your Meta ad account be in USD or PKR? before you change anything.

Verification steps and Meta-side holds can still happen with any card, so keep a backup payment method on every ad account.
